Enterprise plans with more than 4,000 pages per month are offered in two destination tiers: US & Canada and International. This article explains what each tier covers, how to choose the right one, and how specific destinations - including US territories such as Puerto Rico - are classified.
Overview
When your monthly volume exceeds 4,000 pages, Enterprise pricing depends on where your faxes are sent:
- US & Canada tier - covers faxes sent to numbers in the United States (+1) and Canada (+1). This tier is priced for domestic North American traffic.
- International tier - covers faxes sent to destinations outside the United States and Canada. Because international transmission costs vary by country, this tier is priced differently.
Enterprise plan at 4,000 pages per month is not split by destination tier.
How US territories are classified
Please note that the destination classification is based on telecom routing, not on political geography. This means that some US territories are classified as International destinations, even though they use the +1 country code.
Puerto Rico is classified as an International destination. If your organization regularly sends faxes to Puerto Rico, you will need the International tier, even if all of your other traffic is within the mainland United States.
The same logic may apply to other US territories (such as Guam, the US Virgin Islands, or American Samoa). If you are unsure how a specific destination is classified, please contact our team before selecting your plan - we will be happy to confirm it for you.

What happens if I send to a destination outside my tier?
If your plan is on the US & Canada tier and you attempt to send a fax to a destination classified as International (including Puerto Rico), the transmission will not be permitted under your plan’s destination policy. If you receive an error while sending to a destination you believe should be covered, please contact our support team. We’ll review your plan configuration and help ensure you have the appropriate setup.
Frequently asked questions
Puerto Rico uses the +1 country code - why does it count as international? Destination tiers follow telecom carrier routing and transmission costs rather than country codes. Traffic to Puerto Rico is routed and priced as international traffic by carriers, so it falls under the International tier.
Does this affect receiving faxes? No. Destination tiers apply to outbound (sent) faxes only. Receiving faxes is not affected by this classification.
